AAR Rules
Pay attention to AAR Rules. The AAR is a trade association owned by RRs. At one time, RRs owned most of the cars on their tracks. That is not the case any longer. Most railcars are privately marked, owned by either leasing companies or private shippers. Due to this, when RR’s add new rules or devices such as high wheel impact detectors in the name of safety, shippers and private car owners bear most of the cost.
The fact is, AAR Rules overwhelming benefit the RRs at the expense of the shippers, which is why it is important to pay attention to these rules and voice your opinion. Your company might want to consider joining trade groups like North America Freight Car Association (NAFCA), where shippers can unite and have a forum to discuss the impact of proposed and current AAR rules.
